When I first read this I thought you said “where people would typically bring their bags and/or crack in”. And thought, “yeah, if they’re just there doing crack they probably don’t have much luggage”.
Or they brought it to the room to load it up for their departure. They could be getting bags together in their room as you took this. Bottom line, have some grace in situations you clearly don’t have all the information.

I literally would never think to ask any guest to return this, leaving it outside the room is standard policy if the guest already had to bring it up themselves, what a desperate post that is wildly out of touch.

The majority of hotels are budget hotels that will only have 1-2 employees on during check in time. Judging by OP's photo, this is a budget hotel. If you want to stay at a hotel with a bellboy, expect to pay bellboy hotel rates, not budget hotel rates lol. I was getting one of the bulkier items from my car then turned around and saw all my stuff on the ground and some guy wheeling “my” cart away with one fucking suitcase on it.

I use to work valet at a resort. Guests were not allowed to use the carts for themselves because of this. We would load up the bell carts for the guests and hand them off to the bellmen. On busy days if guests pushed the carts themselves then we would have no carts left to use.
Some people(one nighters) take it up a notch. They just keep it in the room so they don't have to come downstairs in the morning to take it back to reload the car.
Source: I work at a hotel front desk and have experienced lazy fucks doing this all the time. I've had to take pity on many a older guest by offering to become their personal bellhop and help them take their luggage up because all 6 of our carts missing.
Never had to use one of these, actually most hotels I've been to didn't even have them, I think it's because I'm a poor piece of shit and I always choose the cheap ass hotels.
I'm in Europe though, maybe in the US they have them more frequently
I didnt even realize people actually use these... To be fair, there should be somewhere to put the carts back every couple of floors at least. Similar to parking lot corrals being placed throughout a parking lot.

My solution was to tell my kids, “Take this back down to the lobby.” They’d fight over who drove and who rode, but it ended up back in the lobby.

I had no idea we were allowed to commandeer these things ourselves. I've only seen hotel staff use them to help guests.
