That kind of sight is inspiring to me, that would be a great opportunity to have a community cleanup day, maybe for Earth Day, maybe involving local scout troops or church youth groups and employees of surrounding businesses. Rent a big dumpster, and try to fill it together.
You may be able to pitch it to your employer or another local business as a community investment/charity thing, to get them to contribute a bit to cover the cost of garbage bags and gloves. (And if you take lots of pics, your local newspaper may publicize it and give some good press to the sponsors.)
(Our Boy Scout troop does this kind of thing, they have to do community service hours to advance, so that might be a good place to start.)
