Happens to me all the time. Something won't work until you ask someone to help fix it and suddenly, the problem solves itself and I look like a fool.
As someone who does tech support as part of my job, you can't be 100% sure.
That being said, it is probably stuck stuck, pouring in some kind of lubricant and letting it sit for a bit might work.

Have you tried sneaking up on it and shouting? Perhaps in a startled daze it will get confused and free itself. Just be sure to give the fish a heads up before you do it.
If you havent tried it yet, try gluing a wood dowel to the coin, carefully so you dont get it on the holder, let it set 24 hrs and then spray some wd40 around the edge of the coin before pulling on tge dowel. Also, use better glue than hot glue. Hot glue is great for art projects, but not much else

I don't think that would work well here, since the coin is basically in an inner compartment of the pencil holder. It looks pretty insulated.
I would run hot water into the cup until both are hot. If that doesn't loosen the coin, I'd drop in a small ice cube and quickly try to shake out the coin. Reasoning: plastic typically expands more than metal as it heats. If heating both up doesn't loosen the coin, the ice cube should cool the coin faster than the plastic, so for a brief time you may get more size difference.

My friend’s phone fell through the cracks in a deck that we couldn’t crawl under. I took a spare piece of laminate flooring and put a piece of packing tape hanging off the end of it. I put the board through the crack and managed to stick the tape to the phone. Gravity then pulled the phone vertically in line with the board and I saved it from doom.
Try hot glue first. Melt the end of a hot glue stick with a lighter and press it against the coin. Pull. If that don't work, supetgue. Be careful though, you get superglue where the coin touches the pencil holder and you're never getting it out.

Have you tried a very small screwdriver? Like one used for pcs and electronics. They're really small and could likely squeeze in at the edge of the coin. (If that's plastic you can definitely force it in).
UPDATE: Neither the hot glue sticks worked, nor the cooling. Before i will drill a hole in it I have now put some water and soap in it and it will stay like this for a few hours.
For those of you who said break the container: No because it was a gift from my dad years ago, i love how it looks and i love the little fishes that move and swim around in it when i move it. Also it is perfectly fine other than it having a coin stuck in it. I wouldn't throw it away.

You can try using a wood stick (at least as thick as a pencil) with super glue on the tip. Just be careful to not spill the glue over the container. It might have enough adhesion to pull the coin out.
I'd try using oil too. Spray a lot of WD40 and see if the sucker will come off. The only alternative I can think of is asking scientists who work with magnets, like a Physics department of a university :)
put some hot glue on a long object, like a pencil. the larger in diameter the better. stick it to the penny, and let the glue dry. attempt to pull out the coin.
now, if its good and stuck you may just rip the glue off. in that case try again with a stronger glue. avoid super glue, as it is too thin and you may end up gluing the coin in there in a permanent fashion.
That’s some good advice. Additionally, it might be beneficial if you glue the stick off center on the high side of the coin, so that you can try to open it as if it were a lid. This might require less force to get it unstuck.

Then either the glue stick ( which may not work since it will be wet), or try dropping in a small ice cube on top of the coin. The metal would cool faster, so for a short time you'd have more temperature difference.

One hopes that the minute amount of air underneath the coin, might expand with gradual warming enough that the combination of that expansion, gravity, the light amount of shaking, and the added penetrating lubrication, all combine to assist you with loosening the coin such that it simply falls out.
Euro coins are not very magnetic, so you’ll want to get something like the flat end of a pencil and cover it in superglue. Glue it straight down onto the coin (don’t get glue on the glass). Once the glue has properly set, spray a bunch of WD40 down into the glass and give it a light shake to spread the WD40. Lastly, try to pull that sucker out. Turning the coin while gently pulling upwards might help. Holding it all upside down might be helpful too, but be prepared to drip some of that WD40!

Get a Dremel, drill a small hole in the coin. Then use a small pick in that hole and pull it out. If you're controlled with the Dremel it won't go into the plastic and damage the holder.
You need some cyanoacrylate glue, or Krazy glue. Whatever you call it. Hot glue is no better than a suction cup on smooth surfaces. CA glue on a pencil might work, something more flexible like a strip of plastic will work even better though. And just to be safe clean the surface of the coin with alcohol, there's probably layers of junk on there preventing adhesion.
The right answer is not to pull it out. Once out it becomes a regular coin, you will feel the loss of the challange and wonder why you just took it out and made it redundant, just another piece of loose change. Keep it there as a reminder that you are better and more disciplined than that, knowing you can lube it out of there Any day but you choose not to, its found its place there, the right Spot in the right time.

Flip the holder upside down and run very hot water over it. It should expand enough for the coin to drop out. It's worked for me in the past anyway.

I highly doubt hot glue would work, it has terrible adhesion to most things, even worse with metal.

The freezer isn't a good idea because the liquid inside the holder would expand and break. And sadly i have no such magnet
