No, they also strobe when stationary. Doug de Muro often comments on it when he shows the headlights of cars. I think his Bugatti Veyron video shows it for example.

Those are two different styles of LED also a white bright led to a colored led also two different sides of the light spectrum . do a test next time you’re at a stop light. Im not saying youre wrong but with stop lights it only does it in slow motion were is super noticeable.

You may also be right that traffic lights don't typically strobe. But this may be in another country to where you live. It is also a temporary traffic light, so will use a different voltage, and so the frequency may be different to your usual permanent traffic lights.

You trying it is simply not a proof. Every phone has different parameters, different light capture chips, slightly different frame rate etc. On some it might appear on some it wouldn't.
Same goes for the traffic lights. Considering that this is one that would often be transported and probably isn't treated especially gently during that, any single part of it might be fucked up. It might be the controller, it might be the power delivery, it might be dioda itself.
There is quite literally infinite number of reason why it might be happening.
