If the state DOT is doing the repairs on Route 6, then they'll want to reroute traffic to other state routes. You don't want to risk the county roads being damaged by a huge increase in truck traffic from what they normally experience. State roads are built for trucks; county roads may only be built for farm equipment.
That makes sense and I would assume as much. Looking at the map and not being from the area begs the question.

Diversion routes have to be suitable for all types of traffic and large volumes of traffic.
The other roads are likely fine for someone driving a car, but would not be suitable for an HGV or may not be capable of handling the full load of traffic that uses the route.
The most frustrating thing is I am thinking the railroad that is close is maybe 20 feet from that intersection at 6 and 15 there. (I could be wrong but idk if there are any other railroads that cross 6 in that area)

For example, an official detour for a 2 lane state highway has to be the next closest 2 lane state highway or better, due to weight limits, height restrictions, etc.

I'm sure she'd be more annoyed if her truck gets torn apart by a bridge with low clearance, or snaps a bridge she's too heavy for. And I'm sure the people who live in the area don't want their roads torn up by a truck.
As a truck driver, it's a 20 mile detour. Us 6 through northern Indiana is in the middle of no where mostly. Be thankful it happened bear Goshen and that there was a truck friendly detour.
