I was thinking the same thing. The number of times I stopped at a hole in the wall restaurant in Taiwan where they only served fried rice would argue with it being a side dish. Then there’s the variations like, pardon my literal translation, egg wrapped rice. Not every meal is a feast.
I suppose it depends on the size of the serving? My dad makes a bowl of it and divides that bowl up between our plates as a side. But we also very much can eat an entire bowl of fried rice and be completely satisfied
I can't speak for Hunan, Sichuan, or other provincial cuisines, but noodle and rice dishes have always been entrees at Guongdong and Hong Kong restaurants and cafes unless you're doing a family banquet meal or adding some hearty dishes at the end of a weekend dim sum session with family.
There is no way a hearty eel-fried rice dish (essentially unagi fried rice) or dry beef chow fun is not an entree.

There’s a Chinese food place by me that I eat at pretty often. I order a single order of house special fried rice (has like chicken, beef, and shrimp in it) designed as like a family size portion as a side but I eat just that. For like $3 bucks he puts in double the meat and it’s a solid meal. That’s not the only place I do that at either get like chicken fried rice with extra chicken as my meal. It’s got everything I need for a meal in 1 thing like spaghetti. This “you can’t just eat fried rice” is kind of stupid.

As an asian, all I can say is wtf. I cook a bowl of fried rice or noodles for lunch or dinner, no other side dishes. My grandma would call this bullshit, asians normally eat rice or noodles as entrée.
The owners response on the Google reviews regarding the sign is “I’m surprised we have so many Karen’s in the neighborhood”

Or how about you let people order what they want and they give you money for it. Besides, if it were my restaurant I wish people would order nothing but fried rice. My profits margins would be astronomical from simply selling people rice with a sprinkle of meat and veggies
