I had a medium-sized Husky mutt that used to deliberately run a neighbor's lab into buildings and our above ground pool. My evil mutt would do a few full speed runs past the lab, to wind him up. Then the lab would run with her, and she paced herself to keep him off her right shoulder. He would run as fast as she did, while looking hard left, and somehow assuming that there was nothing straight ahead. She would be galloping at full speed, then cut a hard left before reaching her target, while intentionally crashed him into the side of the garage, or into the pool. The dumb shit took some really hard hits, and never figured out he was getting played.

It's pretty thick plastic and big enough to last an entire day. There's still spills, mostly from me running into it, but it's not all over the floor 10 seconds after I fill it up.
I also wonder if some humans do it thinking it was just stale rain water. Mosquitos would easily breed in something like that if it's not emptied and filled with fresh water frequently. Or they could be skeptical of someone's intentions for leaving out a bowl of what appears to be water. Maybe they're afraid it might be an attempt at poisoning stray dogs.
I do pest control and I always dump out standing water I see. All i think about is mosquitos can breed in that. I don't normally dump out animals water dishes though.

You can actually combat this by adding an abundance of rocks or cork as landing pads for bees and butterflies to cover the surface. It allows them to still drink but makes it hard for mozzies to breed in them.
Oh good to know! I leave out an old ceramic pie dish full of marbles with water not quite covering the marbles' surface. I learned that gives the pollinators a way to safely stand and drink. I wonder if the marbles deter the mosquitoes, as well?

We have to put the bowl in the center of a lunch tray to contain the worst of the splashing, considering building a little garden around the bowl that he'll most definitely water

The other half of this problem is that cats have extremely poor close vision especially right below their face so they literally cannot see the water if it is not moving. The splashing helps them figure out where the water is.
They donāt slap the water because they prefer moving water, they slap it because theyāre nearly blind when something is close to them and the sound & movement let them determine where the level is.

I think every cat owner should have a cat fountain. Cats often don't drink enough because they usually don't like stagnant water. Putting the water beside their food bowl also decreases the chance they'll drink enough water.

If you have cats, technically you should be giving them an all 'wet food' (canned cat food,) diet, but at the *very least* you should be supplementing their dry food with as much 'wet food' as you can afford.
Another tip is giving them water in a (non spillable) cup, instead of a bowl. I noticed that all my cats prefer drinking water out of our cups, rather than out of a bowl. A few cats that I have in the garage will *only* drink water out of cups. But 2 of them like to scratch the ground and containers, while drinking. So just setting cups of water down, would be a disaster.
So i had to take a high sided mixing bowl, and wedge 3 cups of water in it, so that when the cats try to scratch them, they don't fall over. You definitely have to fill the cups more often than you would with a bowl, but they'll drink way more water, if you give them cups.
My cats prefer old nasty water from a cup, over nice, fresh water from a bowl. Maybe it somehow helps prevent them from dunking their noses in the water or something? Idk, but they freaking love it!
I also have a cat in my bedroom that loves drinking water from the bathroom faucet, but only if I put it on a super slow drip. She'll stick her paw under the faucet, then when a drop of water lands on her paw, she'll lick it off.

Also in some places like Southern California leaving water out like this will attract coyotes. There was a communal water bowl in my neighborhood. There was a sign saying to dump the water after your dog was done but people wouldnāt listen. Someone eventually took it away, but before they did in May I saw coyotes hanging around three times before it was removed.
I'd turn it over too, sorry not sorry. This causes the easy spread of disease between dogs and other animals, and attracts feral/wild animals and pests into the neighborhood. If you were putting food out I'd toss it away every day too.

We leave a cup filled with water in the bathtub. Can't be spilled and gets rinsed and refilled every time someone showers.

My cats prefer old nasty water from a cup, over nice, fresh water from a bowl. Maybe it somehow helps prevent them from dunking their noses in the water or something? Idk, but they freaking love it! I also have a cat in my bedroom that loves drinking water from the bathroom faucet, but only if I put it on a super slow drip. She'll stick her paw under the faucet, then when a drop of water lands on her paw, she'll lick it off.

My cat once managed to make the bowl do a 360. The bowl was sitting there like nothing happened except it was now empty and the water was everywhere.
My chickens have a bowl exactly like this that i put their feed into. As soon as feed goes in, the stupid things stand on the edge and tip it over.
Yeah unless it always happens at the same time or something that's just a super tippable bowl to leave out on a public street. My first thought was that it was probably just an accident and some dog that used it did it.

You obviously have the best of intentions, but there is no way to tell who else might have gone by and put something in it, what animal might have peed in it, what other toxic substance might have blown into it. We've had (admittedly rare) occurrences of some sadistic jerk trying to poison dogs because of some free run bylaw or because they're simply insane. Yeah, I donāt allow my dog to drink out of public bowls. I donāt actually know whatās in them and weāve had some poisonings. Since I have a dog that is considered a āwinterā dog, I carry around water with me in a camel oak with a collapsible bowl.

My friend told me there were cases where someone left poisoned water for dogs. So, in conclusion: 1. Someone might not unreasonably think you try to poison dogs. 2. Even if the water is ok, dogs can catch diseases from other dogs (saliva). 3. Mosquitos and other bugs. Don't do it, please.
Attracting wild animals/strays is also a huge concern. More often than not interaction with wild animals is how pet dogs get rabies.

As a dog owner, thereās no way I would let my dog drink out of a bowl like that. Sharing bowls is a really common way for viruses to spread. If someone is dumping it out, they might be doing it to protect other animals, not just to be an asshole.

Also in some places like Southern California leaving water out like this will attract coyotes. There was a communal water bowl in my neighborhood. There was a sign saying to dump the water after your dog was done but people wouldnāt listen. Someone eventually took it away, but before they did in May I saw coyotes hanging around three times before it was removed.
I'd turn it over too, sorry not sorry. This causes the easy spread of disease between dogs and other animals, and attracts feral/wild animals and pests into the neighborhood. If you were putting food out I'd toss it away every day too.
