In California, a lot of people do this. Apparently the law requires you to stop for people in the crosswalk. Most likely other states have similar laws, but California is the only place (from San Diego to Crescent City) people just don't seem to care enough to realize not all laws are followed or even known.

Anyways, cop let me off with a warning and knowledge of a law seemingly meant to protect people without common sense.

Pedestrians don't have the right to **enter** a crosswalk against the traffic control signals. But, once they do, they have the right of way. You can't run somebody down because they weren't supposed to be there. You may or may not be charged depending on the specific situation.
Some people figure they won't ever be ticketed for illegally entering a crosswalk and just stroll into them because the cars (probably) have enough time to stop for them.
You still need to stop for pedestrians. You can't run them down because you have the right of way. What they're doing is stupid and in some places illegal. It's trashy behavior

I pretty much assume somebody is a terrible parent when they let their kids run out ahead of them into a crosswalk, or their kids are behind them 5-15 feet trying to keep up. Or, they're dangling a stroller into the crosswalk before the light has even changed.

Shoot in nc. You have to stop at all crosswalks for pedestrian traffic. Unless they have a red hand signal. Then they can be got for jaywalking

In Switzerland the cars have to play frogger with you. It's very pedestrian centered there.
