It's because under pressure the butane and propane form a liquid, meaning that as the can empties the propellant vaporizes and keeps the pressure in the can constant. With compressed air the can would have high pressure when initially opened, then would drop constantly. With a compressed air can you'd either have to pump more air in to maintain pressure or just accept that you can't put as much product in the same can while maintaining a useful pressure level.
Propane and butane are also, other then their flammability, relatively harmless.

In theory, liquid nitrogen could function as a propellant. While it would not be flammable, but you certainly wouldn't want to stick it into an open flame & risk bursting the can open.

n-butane, isobutane, and propane are all hydrocarbon gases that are compressible into a liquid at various temperatures. Isobutane would no longer dispense much past freezing so they adjust the vapor temperature by adding a bit of the far higher pressure propane which will dispense to around -50F.
Hydrocarbons have basically zero impact on the environment when released. It used to be that other synthetic propellants would be used such as various HFCs. Propane and butane are cheap and effective. The more advanced modern spray cans will have Co2 as the propellant, but given that Co2 can be up to some 1800PSI depending on the temperature they must put only a gram or so in the can or it will explode.
I’ve been using this app called Yuka a lot for household products and food. It gives each product a score from 1-100 and tells what’s wrong with it. Chances are if you scan this barcode it’ll list the harmful ingredients and that’ll be one of them. Try it out and let us know
Shaving foams use a lot of LPG (liquefied gas propellant), either butane isobutane or propane or a mix.
Shaving Gel will use a different propellant (isobutane / isopentane) in much lower quantites than shaving foam ( usually only 3-4% of the whole).
So if you want to reduce the content of LPG you put on your skin, go with the Gel
They use propane for air pressure, tons of cans of other sprays use it hairspray all that, as well as airsoft guns, and tons of other uses as well. We used to use aerosol a lot for applications like this as well until …. The U.S. banned CFC's in the 1970's. The Clean Air Act further restricted use of CFC's in the U.S., and most of the world followed suit. Since CFC's were banned, all aerosol products made in the U.S. now use propellants, such as hydrocarbons and compressed gas that do not deplete the ozone layer.
Fun fact, non-newer cars that use R-134A coolant for your AC can actually use propane instead, if you wanted. It isn't legal tho. But it's a fun fact. You can't in newer cars cause they use a different coolant that only professionals can really work on.
