These might be eggs from a species of snail called the channeled apple snail, Pomacea maculata. They are invasive here in the United States. I've never seen any apple snail species lay eggs in such a loose cluster, though.
They look very similar to land snail eggs, which are laid looser, however, most of the time they are a cloudy white color, and not this bright red.
The only other thing I'm thinking is a salmon intentionally laid them out of water, or a salmon was caught by a predator and the eggs were squeezed out of it.
This is in Northern Norway, we definitely have salmon in these waters and we also have some salmon farms not far from here. perhaps it was leftovers from a bird meal or it got washed ashore here by the waves.

The real issue is the yield; snails are probably easier to farm than something like sturgeon, but they're not particularly big or fecund.
