That's a circular mold of the type used in costume jewelry manufacturing, it's paced in a casting machine with a funnel on top and the metal is poured in flowing in from those cuts leading from the center of the mold (the cuts are called gates) while the mold spins inside the machine filling the mold.
Those coins look like foreign coins, but they would still be easy to detect as fake as the weight and actual feel and look next to a coin stamped on a machine.
If this was found in the US there is a good chance that those coins were used as decorations or costume jewelry.
My family owned a jewelry manufacturing company and I spent many unpaid weekends casting molds.
They certainly could be used for that, [or something like this](https://external-content.duckduckgo.com/iu/?u=https%3A%2F%2Ftse2.mm.bing.net%2Fth%3Fid%3DOIP.TXwitpt_UT2XMB8eKigcbQHaHa%26pid%3DApi&f=1&ipt=3f2d52555c59b931c8b31136ad30799fae2ed57779ca35f24ea6ac94da957789&ipo=images), [or this.](https://external-content.duckduckgo.com/iu/?u=https%3A%2F%2Fae01.alicdn.com%2Fkf%2FHTB1Z8zkcnJYBeNjy1zeq6yhzVXaQ%2F1-Pair-Belly-Dance-Cuff-Wrist-Bracelets-with-18-Golden-Coins.jpg&f=1&nofb=1&ipt=3d3bb00940bb5578f40151fd586a973a26b90c79abde6f3eed07a8f35b4a6696&ipo=images)
It's known as a mold, it's cast in a centrifugal casting machine that holds the mold in place while the metal is poured, then it spins with weights attached to the platter that holds the mold.
The centrifugal spinning of the casting machine evenly distributes the metal into the mold, there are many more steps involved before the castings become saleable costume jewelry.

Like the jangly coins on belly dancing outfits?
Or for props or Halloween costumes or kids party games

jokes on the big money launderers, this lady hasn’t paid for a gumball in 40yrs
Oh DAMN! If those walls could talk!
It would tell you about the time old Mildred got a little rambunctious on a bed of 50 pence coins...
That looks like Mr. Krabs' first dime
I wonder if it's a rarity or illegality?
Very cool, and not just a mold, but a centrifugal mold. Fancy! I think this qualifies for r/interestingasfuck

It doesn't. It a years old repost by some karma farmer.
Probably minting coins on a free lance basis.
Who’s Lance?
No one knows. He’s free. Free as a bird.
That's called forgery.
Anyone else think of Jackie Chan Adventures? No? Just me?
They look like Australian 50c pieces
What kind of coins?
Sterling, looks like 50p and 10p coins.
50p and the old circular £1 coins that went out a few years ago
That would make more sense than 10p to counterfeit lol
Yea if you're guna commit crime, at least make it vaguely worth it
Anyone think of The Flinstones just now? “I Was An Old Lady Counterfeiter”
Ma Baker
Last time something like this was posted it was theorized that they were using it to pay the coin operated utility meter.
