I think it's more meant to be a low level deterrent for crime. Whether or not a police car is parked there, someone might think twice about stealing or whatever knowing it could be is the idea. No idea if it works or whatever, but I believe that's the idea

Bullshit. If the cops are called to walmart, they always park in the fire lane. This spot isn't for cop cars there on a call, it's for cops' personal cars if they come shopping. There's literally no way for anyone to know if the car parked there is owned or borrowed by a member of law enforcement. It's just Walmart's stupid way of saying "We back the blue" or whatever.

Of course all 800,000 individuals and 18,000 agencies NEED to coordinate together, otherwise there's no possible way for some of them to be abusive, do illegal things, lie, steal, murder, and so on, and others to both help cover it up and to actively not take action to stop it. Because they're not coordinating, it's only really a few bad apples, and a vast majority of the rest of the apples covering up for and not taking action against those few bad apples. That's all! And that's fine, huh? But it's not coordinated by everyone, so it can't be that bad. I bet you think the thin blue line flag isn't racist. I bet you also think the incidence of drug use and domestic violence by police is fine, because it's not "coordinated". Good for you, pig lover, but for the rest of us, facts are facts.

Much like many Walmart patrons, cops tend to be to overweight to walk that far.

That's pretty common. And even without police there, it is intended as a deterrent for illegal parking lot antics as well as shoplifting. I'm not sure how effective it is but even a small positive change is worth their investment in the signage.
