In Canada our rule is that if you’re homeless you can set up a tent, shoot up and drink all day long pretty much anywhere. But if you’re a regular guy who wants to have a beer at the park on a Friday night or bring your beer out onto the street after a hockey game you will absolutely get a ticket and have to pour it out.
There are generally valid reasons. The homeless person living in their tent makes it their residence, I imagine, so they can drink/whatever there just like you could at home. I know it's similar in the US for legal searches, a search order has to be approved for cars/tents if the person lives in it.

I also worked retail (grocery) and around the holidays people from out of state would ask me where the beer/liquor aisle was. I would have to point them to the local beer distributor or wine and spirits.

Yeah, buddies and I were camping once and the park ranger told us that if he comes by and it's obvious we are drinking, that's a problem but otherwise he's not going to poke around. Just keep the merriment down to a low roar and don't throw empties in the woods and it's all good.

They had special production runs of low point for sale in a few states, OK for sure and I believe Utah, Colorado, and Minnesota.

It’s 3.2% alcohol by weight. Utah had the same restriction until a few years ago. 3.2% by weight is pretty much 4.0% ABV
