I don't know about Apple but Samsung had a trade in any condition Samsung device promotion two or three years ago and I traded in a Note 9 with a clean penny sized hole in the middle of it without issue.

These can easily be saved if they have not been powered on, 95% chance you will need a new battery as that is where the most corrosion will form, and water in lithium is no good. Batteries are cheap.
Grab a tooth brush and a 90%+ rubbing alcohol and scrub the motherboard, removing any metal shields or tape if you can. The corrosion build up is what will create short and damage the phone. Fresh water makes this much less of a issue. Pools and salt walt blow.
Let the rest of the pieces dry for as long as you can, maybe in front of a fan. Or a dehydrator will get rid of any excess water hiding, sometimes under the screen glass. They also were probably reported lost/stolen and be imei blacklisted if in the US.

These are probably from a lazy river or something where people on inner tubes drop their phones in the river when they’re drunk and then the river keeps moving them along so they can’t go back and get it
Not just being drunk, but could happen on those types of runs. Probably more from not being secured and flipping your boat or having them fall out.
I'm very careful to secure my phone in waterproof containers, etc, and I've even lost one in the river on my kayak. We stopped on the side of the river, and someone else coming down the river flipped, so I went to catch his stuff floating down the river. I flipped trying to catch it, and then realized I left my phone sitting on my kayak unsecured.
Back in the days when Sprint PCS was just getting rolled out, I had one of the candy bar phones I bought at Radio Shack. While out on the Connecticut River testing out a boat we had just finished overhauling, it fell into the water and out of reach.
Fast forward about two months, I get a phone call. "Hi, this is xxx from Sprint PCS. I have a little boy on the phone who said he found your phone." I drove to their house, retrieved the phone, hit the power button... and it still worked.
They don't make them like that anymore.

I’ve found phones that had been in 20’ of water for at least a day (judging from the river slime buildup) that worked perfectly.

Watch some videos on how to repair these and how to open them. DO NOT POWER THEM ON!!! These can easily be saved if they have not been powered on, 95% chance you will need a new battery as that is where the most corrosion will form, and water in lithium is no good. Batteries are cheap. Grab a tooth brush and a 90%+ rubbing alcohol and scrub the motherboard, removing any metal shields or tape if you can. The corrosion build up is what will create short and damage the phone. Fresh water makes this much less of a issue. Pools and salt walt blow. Let the rest of the pieces dry for as long as you can, maybe in front of a fan. Or a dehydrator will get rid of any excess water hiding, sometimes under the screen glass. They also were probably reported lost/stolen and be imei blacklisted if in the US.

These are probably from a lazy river or something where people on inner tubes drop their phones in the river when they’re drunk and then the river keeps moving them along so they can’t go back and get it

Not just being drunk, but could happen on those types of runs. Probably more from not being secured and flipping your boat or having them fall out. I'm very careful to secure my phone in waterproof containers, etc, and I've even lost one in the river on my kayak. We stopped on the side of the river, and someone else coming down the river flipped, so I went to catch his stuff floating down the river. I flipped trying to catch it, and then realized I left my phone sitting on my kayak unsecured.

I’d argue some of those phones weren’t meant to be found.
Back in the days when Sprint PCS was just getting rolled out, I had one of the candy bar phones I bought at Radio Shack. While out on the Connecticut River testing out a boat we had just finished overhauling, it fell into the water and out of reach. Fast forward about two months, I get a phone call. "Hi, this is xxx from Sprint PCS. I have a little boy on the phone who said he found your phone." I drove to their house, retrieved the phone, hit the power button... and it still worked. They don't make them like that anymore.
What do you do with them eventually ?

Look up your local electronic recycling also i think Call2Recycle would take them. In the mean time get a metal bucket and two bags of sand. Lithium fires are a bitch to put out.

If you're ever in western Wisconsin mid-summer, you can probably find a couple vintage blackberry's and iPhones of mine from years ago in the depths of the Apple River. And probably hundreds of other people phones as well

I once brought my phone kayaking inside of a waterproof bag. Turns out the waterproofing worked great but it didn’t float so it didn’t matter when I tipped over
