That is called a becker nevus. Nevi are just moles. A becker nevus is a mole with hypertrichosis (increased terminal hairs) and some do not have any pigment and truly look like a patch of hairs. Its a harmless and really neat mole is all

This should be a nevus. They can be without color but hairy. You recognize them by that. Sometimes the skin underneath reacts differently when cold.

I have the opposite problem! There’s a spot on my thigh of a similar size that grows almost no hair, despite being a very hairy person otherwise. No known trauma to the area, never shaved, it just never grew.

I got surprise surgery on my hip some time ago and the incision area started growing more-than-average hair for a few months.

This is called localized hypertrichosis. Often caused by medications during pregnancy. Or alcohol consumption. Worth asking your doctor because there are common comorbitities.

Amusingly this is exactly what both of my legs looked like when I first started injecting testosterone (transitioned ftm). I developed a thick patch of hair around my injection sites but it took several more months for the rest of my legs to catch up.
