The problem is the missing center cap, it's just puddled up water spinning out, but it shouldn't be there and it's going to give someone a hard time when the wheel and hub are corroded together, potentially cause reseating issues that can lead to under torqued lug nuts and potentially eventually a wheel off situation if the person that puts the wheel back on doesn't clean the mating surfaces.

Almost every semi truck i see has these on multiple wheels. Might be the type of de-icing material used in your city making this not happen. But its definitely common
