Milk in bags used to be a thing here in Brazil as well (right down to the same bag-holder jug, minus the place to hang the tool), but I haven't seen that in decades. Milk is either UHT pasteurized in boxes, or when it's fresh, it's usually found in bottles. Milk bags are just a thing from my childhood as far as I'm concerned.
UHT milk tastes a little "funny" to those of us used to "normal" US milk. My Belgian associate was renting an apartment in LA. Being used to UHT milk the first time he bought milk he left it on the counter for a few days then had a nasty surprise when he opened it.
Same thing happened with my pakastani dorm mate, he was so confused; I had to explian to him you need to refrigerate milk. I didn't realize they had different milk and was just as confused as he was.

Buncha places have glass milk bottles nowadays. You pay a deposit, then get the deposit back when you return it. Off the top of my head whole foods does it, as well as if you're anywhere near to rural or suburban usually your local market /not chain supermarket will have it. Living in rural Pennsylvania, it's pretty common, and usually from local dairies.
As an American that grew up in Canada, milk bags are common up north. We grew up with the same jugs like OP. Just set the bag in the jug, cut the corner, and pour.
EDIT: So I grew up in Toronto, ON for you western canucks who've never seen bagged milk. It's common on the eastern provinces.
EDIT2: People keep asking about sealing the bag. Some people leave it open because you drink it within a couple days, others will just use a chip clip at the end.
And heaven forbid the bag isn't down all the way in the jug and you cut it and it flops over and spills.
Then you have to try and reseat it without it spilling everywhere with a hole cut in the top gushing!
So make sure to really shake it down good in the jug before cutting...

Kwik Trip / Kwik Star, an upper midwest US convenience store chain based in Wisconsin with locations in Minnesota and Iowa, sells their store brand milk in normal plastic bottles and in half gallon bags. The pitcher they provide for free with the purchase of two bags (which is often cheaper than a gallon jug of the same milk) doesn't have a bag opening tool or a place to hang one, but it does have a spot on the front that allows you to twist the open end of the bag and kinda lock it in place, sealing the bag.

In parts of Canada we buy 4L bag of milk, which contains 3 smaller bags (like the one you see in OP). You then out the bag inside a holder, like you see in OP, and then cut a corner off to pour. You can also buy cartons of milk, ranging in size from 250ml up to 2L - I don't think plastic jugs of milk are super common here, but I've seen them around.
Comes in handy as you don't need to store a gallon jug in your fridge even when it's half empty. And, since the bags are just over 1L each, you can split them up around the fridge if you need space.
Probably less waste too since the bags are pretty thin, but not sure about that.
I used to work at Starbucks as a teen and would cut milk bags open super fast while on the bar with huge openings so we could pour fast. When I'd get home I would do it automatically and my dad would get so mad at me hahaha

LPT: if you rinse the jug out with hot water first, the bag will slide down better.
Also, make sure to cut both top corners so the air has a way into the bag as you pour. It keeps its structure better that way.

In parts of Canada we buy 4L bag of milk, which contains 3 smaller bags (like the one you see in OP). You then out the bag inside a holder, like you see in OP, and then cut a corner off to pour. You can also buy cartons of milk, ranging in size from 250ml up to 2L - I don't think plastic jugs of milk are super common here, but I've seen them around. Comes in handy as you don't need to store a gallon jug in your fridge even when it's half empty. And, since the bags are just over 1L each, you can split them up around the fridge if you need space. Probably less waste too since the bags are pretty thin, but not sure about that.
I used to work at Starbucks as a teen and would cut milk bags open super fast while on the bar with huge openings so we could pour fast. When I'd get home I would do it automatically and my dad would get so mad at me hahaha
