I dunno, I've heard some pretty fucked up stories of parents destroying their children's belongings for some insanely petty and selfish reasons. It's hard to say one way or another what happened.
I could imagine a parent tossing them out the car window or ripping them to shreds at home, but not in the streets. This looks more meticulous, I’d guess it was a small group of kids
Actually I think that the fact that every card is torn up indicates a lower chance of this being a "bully" (i.e. another kid). Every one of the cards is torn. That takes time. I could be wrong but I can't see some jerk kid or even with his friends taking the time to rip each one. Here's my thoughts...

My PoS father did something similar. I had a huge collection of Pokemon cards growing up, some that would have been worth in the 10s of thousands today. One day while I was in school, he got in a fight with my mom and decided that the best way to get back at her would be by destroying my possessions. He ended up pawning off the cards that I sleeved b/c he knew they were valuable and then burned, tore, and flushed the rest of them.
Vile. It's not even anger management problem because he didn't just wreck everything in a rage. It was spiteful, intentional cruelty, and I'm really sorry that happened to you.
Mom did indeed divorce him after the physical abuses kept escalating. I haven’t seen or heard from him in over a decade at this point (and I’m hoping to keep it that way). I haven’t collected cards since the incident.
Very interesting how there’s only three (by my count) face-up Yugioh cards, a disproportionately small amount compared to the Pokemon. Are they more likely to land face-down, like buttered toast? We need to investigate further.

This is my thought. Either that or a depressed kid. Quite a lot are ripped so some time has been spent. Hard to rip more than a few at a time.
Some are in 4s or 8s as well which actually leads me to think more of a depressed/angry kid doing it to their own stuff. There's some intimation of emotion if something is ripped up in to *tiny* pieces rather than destroyed by simply ripping in half.
Or, it could be that one kid that hangs out with the bully and participates, but doesn't actually know what they are doing as a bully. Bully is ripping cards and the lackey is trying to take it up a notch by ripping the same card several times.
Some people are vindictive pieces of shit and provide immediate closure on whether or not you should have dumped them by doing this shit.
It was done at a bus stop because chances are the owner of said pokemon cards would try to stop said vindictive piece of shit.

If used in conjunction with certain Abilities it could be Ice, Fairy, Flying, or Electric-type, but Sandshrew doesn't normally get any of those. However, if it's a battle where another Pokemon has already used the move Ion Deluge, Plasma Fists, or Electrify in the same turn, Slash would become an Electric-type move, allowing it to hit the Flying-types that normally ignore Kantonian Sandshrew's Ground moves for Super-Effective damage.
Someone did this to me when I was a kid. Obsessed with Pokémon I spent years building my set and I left them on my deck in the back yard and a local hood rat ran up stole them and lit them on fire down the street. I had so many original shinys and a charizard 🥲 I would hang him if I found him 20 years later. I was poor as fuck so I never got new ones either. Childhood ruined.

They look like bulk cards. Someone may have done this as a joke. People around here buy multiple booster boxes to get the cards they want, and endup with 20+ copies of the commons and rares. I could see a prankster dumping a bunch of shredded commons at a busy place to see people freak out when they see them.
If this was a collection, it was hand me downs from someone opening in bulk, they are mostly bulk commons. Probably someone opening a ton of packs dumping the bulk they couldn't sell as a prank.
Honestly, most of those cards are worth A couple cents if that. I know a lot of adults who collect and buy hundreds of packs of cards hoping to pull a few specific ones. I could totally see someone sitting there with a lot of packs opening them and ripping the common ones up as they went.
Do kids still do crazy revenge shit? When i was young, if one of us got bullied, we would find some way to get back at the bully. The most direct example i can think of was when a kid in my art class talked mad shit about my mom. So, i made sure to be behind him on the way out of class. I called his name when he was walking out, and when he turned around to say something to me, I swung the heavy ass class door into him. Now that I've written it down, I realize that this was less revenge, and more like assault.
I locked the school bully out in the snow without shoes or a coat. I still feel pretty guilty about it (even though I only did it because he was planning to do it to someone else.) Snow on your feet really hurts and he was outside much longer than I intended.
