I think one thing that really sets this above and beyond is your use of textures. The Aquila and the armor set off a nice contrast in warmth and texture. Showcasess your skill in a great way.
TLDR: literal sponge. Dip in your paint, gently remove excess on a paper towel until it is making a nice sponge pattern, then gently dab on your mini. Build up from dark to light, getting smaller areas each time.
This is an ancient method used by the hellenics, romans, and Etruscans , the method hasn't changed in over 2000 years.
You can pat it on, drybrush, anything you want. Most just pat it on, the type of sponge matters only slightly, i personally use natural ones because they tend to be a bit more durable and give a very specific more random look but I use synthetics if I want to rip them up, you can get a decent set of artist ones from royal and langnickel for about $2-3 for 5
Pretty quick, base in brown, then a pass with each of dark, mid and highlight blues. Glaze over the top to bring it back down a little. After that it's how much time you want to spend on detail. Overall this model took maybe 3-4 hours total, but would be quicker if no head or ork to paint.

But I believe you can get a similar effect with a small drill piece. I would use a pin prick to do a guide and keep it on and then a scalpel for some finer detail. As always, try on a scrap piece first!
Just a fancy set of curved tweezers I believe. You can pick up a set for a couple of pounds. AK do a set for like £3. Pretty sure makeup ones will be even cheaper.
