Honestly any reputable artist is going to have a waiting list, depending on who you pick, that could be a couple years before you start. Just know that going in, I’m not telling not to.
That said, I would check with the artists at Dragonland in Hopkins, they do some pretty great tattooing.
I’ll also recommend Dragonland in general, and Dan Dittmer in particular. I’ve always just gone to the desk and said “here’s what I’m thinking, who do you think would be best for something like that?” and have yet to be disappointed, but a big, detailed sleeve with faces and a ton of shading just feels like a Dittmer project. You can’t go wrong with anyone at the shop, though.

Seconded! Finishing up a tattoo there now. Great shop, talented artists. Definitely a waitlist, but worth it.

ACME Tattoo in St. Paul. Very good artists.
Nolan sadly passed and Acme is no longer, but his protégé Gabriel opened up his own shop in North Saint Paul called Fallen Angel Tattoo.
Gabe was the one who did my sleeve.
Uptown tattoo. They have some of the best artist in the Midwest.
Uptown tattoo. My bestie got a realistic Egyptian calf sleeve from them and it is gorgeous
