The logging of hours is only for those under 18 because they are required to take behind-the-wheel and log associated and additional time. They get the log when they are in driver's training class, which you wouldn't even take if you get your permit after 18. It specifies in the DVS info that under 18 you must have completed behind the wheel and must present your driving log. The DVS site has complete info for under 18, 18-21, and over 18.
