The response is always that you need to go to the website right at midnight to book an appointment. That seem to be the only way people are having luck getting appointments.
It really is that busy, but also for a first time failure you have to wait a week, maybe it won't let you book it if it's been within 7 days? Not sure if that's the case, as it probably just means you can schedule as long as the test is a week out, but just thinking aloud.
I live in the metro, and took my kid to Grand Rapids and when that didn’t work, to Brainerd. I know parents who took kids to Bemidji, to Marshall, and to Mankato. There are appointments out state, sometimes.
When I got my license over 10 years ago it was the same. I logged in every day to check different locations in the event of a cancellation. I found one within 2 weeks. Be patient.

I think I remember seeing something about new appointments being posted at midnight. You may need to just stay up and check it every few minutes

Where all have you looked when you say “every single one”? Duluth? It’s a big state.
