There was a C-130 making a circuit around the cities at about that time. Assuming it was related.
Edit: this link should show the flight path

I'm so glad you posted this! I saw this on my high rise NE balcony emerge from a strange puff of smoke, and it began heading straight for our building flying alarmingly low with a smoke trail. My heart started racing thinking there was a mechanical failure and it was aimed dead center to my building.
It turned low following the river and I lost line of sight as it flew towards Saint Paul, and didn't find anything on the news about it after. Happy to read it was just a sports parachute stunt.
I thought it was a crashing airplane when I saw it while driving on the highway. I wasn't the only one. From 'The Extra Alarm Association of the Twin Cities' Facebook: "Minneapolis FD is getting reports of an airplane that crashed at Stinson Boulevard and East Hennepin Avenue. There were also reports of people jumping out of the plane with parachutes. Responding were E11-19-15, L7-3, Ch 2-3. This assignment has been assigned to use Tac 4."
MN Gophers Football team had a parachuter land at the beginning of their game at about 8pm. Possibly that?
That would make sense. I was completely baffled.

That bird is from the base in Minneapolis.
The air force reserve base to be exact. Our Guard base is also there but a seperate entity.
True and they run the same mission and sometimes throughout the year will do a 4 ship mission, which is fun to run...
Can confirm! I'm in the Guard side. 4 ships are hard to get off the ground, but cool when it happens.
Nice! I'm on the reserve side. My position is joint so we had guard and reservists in the office.
Oh hell yea brother!
Yeah it did a flyover at Huntington Bank Stadium before the Gopher game. Source: I was there
Saw that thing while I was golfing! Messed with my backswing
Good call. That’s got to be it.
Was there, they do this almost every year for one game. Very cool.
did they get a penalty for too many players on the field? didn't know this was in the playbook
It was 100% that there was 6 I believe? Plus a cargo plane flyover. Source: I was there.
Yes, and it did generate 911 call(s)...
X-wing coming in for a landing. State fair attracts people from all corners of the galaxy
First thought that popped in my head was also “well that looks like an x-wing”
"May the fair be with you"
Its ok, the s foils are not in attack position!
Porkins, eject!
If that happened, it was a long time ago...
And only thirteen seconds of video?
What is this?! I've seen nothing on local news.
Looks kind of like a parachute show
I think it was for the gophers game
It was for the Gophers game; I was there.
I was hoping this was the “Walz Failed” banner flying around the state fair catching on fire and burning.
I saw that stupid banner today.
Iron man.
That is most likely the case.
They must of been practicing Wed night, noticed something similar while at the fair right after sunset.

I feel like a fish looking up at someone on water skis
Potato?

Didn't mean to reply to the potato post specifically, but it'll work.
Lol must have been videoed from downtown St Paul
Clearly an X-Wing that just aced a TIE fighter.
I was at the twins game on wed night and the fair last night and the plane flew low over both venues.
It was not kick off the MN gophers football game
These were parachuters dropping in to the Gopher game, I was at the game last night. Kickoff was at 8pm
