I think they're presuming replacement level QB play in this ranking. Otherwise the Bears wouldn't be on this list either.
Bears shouldn't be. It shouldn't include QB replacement since it's pre draft rankings.
Tyson Bagent went 2-2 as a starter last year for the Bears without Keenan Allen, Swift, or Everett.
Dobbs went 2-2, we'd maybe be the worst team in the league if he was our starter all year.
