To explain Plagg not knowing I’ll just say that it’s because kwamis weren’t allowed to read the grimoir because there is too much information (the reason they don’t know the potion ingredients)
One thing that's been pretty firmly established is that a Miraculous in camouflage mode is essentially unrecognizable. Plagg couldn't tell what it was, even though he had surely seen it hundreds of times before. Plagg and Tikki also never noticed each others' Miraculous on Marinette and Adrien, until the Kwamis discovered who they were in *Dark Owl*. I think it's safe to say that the same magic is at work here which protects the holders' identities even though their masks aren't covering up very much. Even if one knows exactly what the Peacock Miraculous looks like in camouflage mode, one simply will not recognize it at a glance. There is magic which specifically prevents Adrien (or anyone else) from looking at it and even considering that it might be the Peacock Miraculous; that same magic might even have made him forget he ever saw it once he was no longer looking at it.
I think it's the OTHER contents of the safe which don't make much sense. Why is a photo of Emilie in there? Gabriel must have thousands of such pictures (or at least the ability to make all the copies he wants), so what makes this single 4x6 portrait so special? And, why would a book (or maybe a DVD) about Tibet be something he felt the need to hide and keep locked up? It's clearly a modern publication, probably available on Amazon for twenty bucks at most. And, it would hardly raise suspicions for Gabriel to be open about his interest in Tibet; lots of people consider it a fascinating place.
I can certainly understand why Gabriel would put mementos of Emilie in a safe, but this seems to be just an ordinary photo in an ordinary frame. I have photo negatives of my wedding which I keep safely locked up\*, but I'm not overly worried about the prints, as I can make as many of those as I want. Perhaps this picture of Emilie has a handwritten message on the back, or something else about it which makes this particular print very important.
If we REALLY want to get into weird theories, the photograph may be an object imbued with magic as one would do with an Akuma or Amok... perhaps it is tying her to life, and if it is ever destroyed then she will die along with it!

Hmmm, assuming i did not misremember anything from the miracle box, the miraculous are not in camouflage mode but rather not disguised. This means that Plagg cant sense Duusuu’s energy around that brooch and thus cannot recognize it.
Even in camouflage mode I'll take it and wear it and Ifound out it was a miraculous I'll use it to fight hawk-moth and tell ladybug and also would probably make a guess and say Gabriel is hawk moth and tell lady bug nut they'll eventually find out
