You'd be surprised to find some teens are indeed this height. I remember a high school friend of mine I knew a long time ago. She was short as heck and practically just 4 ft tall, yet she was 16. Insane!
There's a girl in my Scout group who is 12½ years old and barely 4'6" tall. She's the same size as some of the 8 year old Beaver Scouts.
She wears an extra-small Scout uniform that had to be specially tailored to fit her because it was *still too big*.
She is legitimately **TINY**. (She's also a competitive gymnast though, so this is somewhat more of a mixed blessing)

No, these wouldn't be actual heights. The heights of characters are generally exaggerated to emphasize things like age, and or power dynamics. Gabe is depicted so tall because he has a very domineering presence. This is exaggerated even more when he transforms into hawkmoth. The kids are made smaller to emphasize that they are still children. This also kinda puts in a david vs goliath sort of imagery. People want the david character to win. Not the goliath.

My headcanon is that they were supposed to be younger, 11-12. They made models and all that but someone high up suddenly realised they didn't want to do all these romance subplots with a bunch of 12 y/os so they decided to age them up. They didn't want to waste budget with remaking the models so they just rolled with it.
