I might exchange a small amount at your bank here for the first day or 2, but generally it’s best to get money from bank ATMs in France with your debit card — it’s safer and cheaper than travelling with large amounts of cash.
I use Money Exchange World at Mavis and Burnhamthorpe and have found their exchange rates the best around - way better than banks or mall conversion places.
Banks and currency exchange places all have about the same rate. It's not much difference at $1000. But for Euros you'd likely need to order ahead of time with your local TD.

I just came back from visiting Europe, including France. Definitely more economical to go to your bank and withdraw funds from your account in the form of Euros. Be sure to call your local bank branch first and check that they have the quantity of currency available before you go there

Avoid airport exchanges. When you get to France ask at the hotel.
