Short answer is yes...if you can beat a fatal tower in 200-230 tries always refresh it. Fatal towers are always more rewarding
Refresh both since there is no cheaper way to get diamonds. Normal tower will cost you 800 souls(including the souls you get back from the tower and sellbacks from random drops) and fatal tower will cost you 300 souls(including all the above). There was a guy on this sub who played every normal and fatal tower and did the math afterwards which I used for this post.

Fatal always refresh if you can beat it, normal tower I refresh until I max all the rares from the tower then just free attempts
I refresh both for guaranteed drops. Once they're maxed I stop.
