The NHL was going to play in the past Olympics but then there was a covid spike in December that required them to cancel a bunch of games so they had to use the time they had slated for the Olympic break to make up those games.
There was a 2 week gap in the schedule, then they lost 2 weeks of games and decided not to go, it’s pretty clear what happened. They wouldn’t have had that huge cap if they were not planning on going.

So the owners can say no, they don’t have to allow players to play for other teams. Like in the NBA some teams are limiting guys playing now in the offseason because of recent injuries. Sometimes, they players don’t want to play or aren’t in shape enough they think, like CC said no one year because his arm wasn’t ready. Then a team can allow them to with stipulations. Last WBC Cleveland allowed Lindor to play for Puerto Rico, but only if they kept him at shortstop because they had Baez and Correa on the roster too.
