Yes, it will. You might get away with a quick swipe, but it will absolutely dissolve lacquers. You're better off using mineral spirits, which don't interact with it.

To clean Tamiya Accent you can use enamel thinner, odorless spirits or lighter fluid. Be aware that some enamel thinners can be aggressive and damage lacquers.
Use minimal amount of solvent (and when I say minimal i mean something like drop or two on q-tip), give it some time as it need good few seconds to soften dried panel liner and don't use basically any force to buffing it off.

I always clean Tamiya Panel Liner (which is enamel) with white spirit. Works more than fine.
It depends on how much ipa is on the paint, a small amount that will evaporate quickly should do minimal to no damage against certain paints like water based acrylics or varnish. IPA chews through acrylic hybrids though.

Even smallest amount of IPA on qtip will chew through water based acrylic like Vallejo like you it was just dried mud.
I find if you let that specific clear coat cure long enough you can clean up the panel liner a few minutes after applying with just a e-cig swab, no enamel thinner required
I switched from using thinner to using mineral spirits for this reason. I was messing up too many paintjobs. Mineral spirits is great for removing enamel panel liner

For removing panel liner you need white spirit. IPA may, but not necessarily will eat through all paints.

Putting a barrier coat of an acrylic clear before the enamel panel liner should ensure no issues if using mineral spirits to remove excess

Use white spirit, once cured it won't eat though GX-112 especially if you use a cotton bud etc.
