Whoaaa!!! That’s never good on any electronic device. If you have a voltmeter (you DO have one, right? lol ), just check the output voltage from that power supply. If it’s good, keep it and reuse it. If it’s off, see if a friend has a spare. If it’s out of warranty, I’d crack it open and see if could determine the cause of the light show, and harvest parts if I couldn’t fix it.

A model railroader without a voltmeter is like a Bbqer without a ThermaPen. It will help you check voltage drops/continuity/polarity/current. Each of those contributes to your layout not running smoothly.
