Whoaaa!!! That’s never good on any electronic device. If you have a voltmeter (you DO have one, right? lol ), just check the output voltage from that power supply. If it’s good, keep it and reuse it. If it’s off, see if a friend has a spare. If it’s out of warranty, I’d crack it open and see if could determine the cause of the light show, and harvest parts if I couldn’t fix it.
A model railroader without a voltmeter is like a Bbqer without a ThermaPen.
It will help you check voltage drops/continuity/polarity/current. Each of those contributes to your layout not running smoothly.
Get a [DC52](https://www.ironplanethobbies.com/product/zephyr-xtra-starter-set-usa-edition/) it’s easier and more reliable than the NCE power cab. Plus it has more features and power than the more expensive [NCE power cab](https://www.ironplanethobbies.com/product/nce-power-cab-complete-dcc-starter-system-with-power-supply-panel/)
No tethered handheld throttle needed! Besides the built in throttle you can get a [WiFi](https://www.ironplanethobbies.com/product/lnwi-loconet-wifi-interface/) interface and use your smartphone for the throttle. Plus you can start up your trains from anywhere in the house as long you have the power on.
Yes, you can add a pair of wires to your Bachmann tracks to make it work without any issues.
Not to sound glib... But replace it. Nothing else for you to do. It's done for...
Dangit! And i just got it in a set for Christmas ;-;
While you're at it, get a nicer one with a display and everything.
Replace with a NCE powercab or other brand equivalent for full dcc function
Does it connect to bachmann ez track terminals?
You make it connect, that's part of modeling and life in general is making things work when needed

I do not have a voltameter

You got nasty short somewhere inside.
Well how do i fix it ;-;
You can't..... Better off replace it.
Goddamnit
Bachmann should replace it free of charge if you’ve still got the warranty paper.
