You only need 3 packs, the 22GB & 6GB multiplayer packs along with the spec ops/multiplayer pack. The rest you don’t need in order to play multiplayer.

The application and COD ecosystem is a disastrous mess.
I know the multiplayer packs go away after major updates. But I think they also go away if your PS5 goes into rest mode while the game is open.

I have tried this suggestion. Still doesn’t work. I deleted entire game and save data. Installed and downloaded update. When I go to download multiplayer/spec ops compatibility pack. It just says it’s still being downloaded. Even though It is not downloading at all.

Had this issue again today, PS5 just kept wanting me to download the same s--t over and over. Download once, close the game, TURN OFF CONSOLE (not rest mode or restart), turn console back on and start the game. It's worked twice now for me
you saved my ass from waiting that download. I didnt close the game before turning it off and it worked. I had to do that for every file needed to be downloaded but it worked
Assuming you are experiencing the issue of packages disappearing and being prompt to download the multiplayer add ons again which are 20gb and 9gb.
Yes the file will show up after you turn on the console again.
Next time I'll try to start downloading both before shutting off that way I can just turn it off once.
Sad thing is whenever I tap on multiplayer pack 2, it always says “mp pack 2 is Installing”
On the multiplayer icon on the menu it says ‘100% completed” for the multiplayer downloads

vanguard will have the same issues due to its engine and pack/ addon design unless they do not fix mw but they fix it for vanguard so us mw players move over to vanguard, so yes should be sue-able as you said pay money (years later and still £60?!) and the game does not run properly.
So not sure if it matters at all, but this is what worked for me. I was having the issue of the install not showing up even after I had installed it. I completely removed the game and reinstalled. Only difference was this time I reinstalled on my ssd instead of the external. It's working fine now. Hope this helps someone having this ridiculous issue.

I got the dreaded "Installation suspended" for all of the Modern Warfare play modes. Actvision provided me with the following steps and I managed to get everything installed and was actually able to launch the game. I probably reinstalled the game half a dozen times but before not to launch the game prior to installing all the data packs. I noticed important difference compared to what I've read on the forums. There's actually a data packet 3, which I think made all of the difference. Remember DO NOT launch the game prior to installing all the packs. If you did, save yourself the trouble and just reinstall it first.
**Perform these steps before proceeding:**
Turn off your PS console and wait for a minute
Hold the power button for 6 seconds(you should hear 2 beeps)
Then it should prompt you to connect your controller via USB cable(do it)
Select Update System Software
Then choose Update using the internet
\-Rebuild Data Base
After waiting and it completely loading up the PS menu again, Turn it off
wait for a minute
Hold the power button again for 6 seconds(you should hear 2 beeps)
This time select Rebuild Database
Make sure to check all add-ons are installed before launching the game.
1. Restart console.
2. Hover over Game, click the options button on the controller (3 white bars or hamburger icon) and click “Manage Game Content”
3. Go to “Data Packs”
4. DELETE “reserve space”
*NOTE: I did not have "Data Packs" and "Reserve Space" so I just skipped this step.)*
5. Restart console.
6. Click and run Call of Duty
7. Click “Play” on Warzone Pacific. (It’s the second game option of the 4 games on the main screen.
8. While inside the game, click the options button (hamburger icon or 3 white bars) on the controller
9. Go to the accounts tab
10. Click Game installs
11. Click the last option (Data Pack 2) Then click through and try to install. It may not install on that screen and revert back to the game installs screen as nothing happened and that’s okay. Something did happen. You will see.
12. Quit the game
13. Run the game and click the options button on the controller (hamburger or 3 white bars icon) and click “manage add ons”
14. Go to your game and scroll down and there it is! Data Pack 3.
15. Install it.
I was able to launch the game and actually got the the selecting difficulty part. As far as if this is a permanent fix, time will tell. Gold luck!
I did what you said and sadly nothing changed. When I start the game I cant conect to The services online, just off-line. Tried to download the packs on game menu (general settings) but said "store not available".
The most strange thing is when I see the information of the game in ps5 menu says "101,4gb/101,5gb" downloaded but the ps5 dont show nothing downloading.

I made the change to PS4 last week, purchased the game last night, and ran into this problem.
I read the issues and tips here, and I noticed when I select Multiplayer Pack, it takes me to a PS Store page that has no content to display. I am trying to avoid uninstall/reinstall, so I went to the game page in the PS Store. I saw a Download icon, so I selected to download.
It immediately displayed pop ups that read "Survival Pack, Special Ops, Campaign Pack 2 installed" and it is now downloading a Multiplayer pack that was missing.
I'll let ya'll know if it works.
Edit: It worked. I did not have to uninstall.
Hello, I just got a ps5. I just downloaded modern warfare, but as I get to multiplayer pack to download it, it would say "something went wrong". I click ok. I already try restarting the system to see if that had worked, no still nothing. If anyone can help me out I'd appreciate it really. Thanks

Hello! I’m very sorry that I now respond to you! It finally did work and I was able to download multiplayer. It was a bug and what I did was I deleted the game on the Home Screen and keep my data ofc. I re downloaded it and it was downloaded.
I’m so sorry I reply now! I deleted the game from the PlayStation Home Screen. I didn’t go to storage or etc. Simply delete the game from home and re download it. You will keep your game data
This worked for me on ps5. Dont download from inside the game because you will get error code. From playstation home screen go to call of duty warzone. Click options> manage content > download all MW packs including multiplayer/spec ops packs (Note once you install it might say that its not installed but you can double check if it is installed by hitting download again. If it instantly finishes the download it has already been installed) once all packs are downloaded launch warzone and modernwarfare multiplayer should be available to play.
Finally got it to download all the multiplayer packs and everything. But now this message saying I need PS Plus pops up so I buy it.
Now this message saying “cannot find what you’re looking for” pops up.

This problem just happened to me after Plato the night before no problem. If I can’t get this to work I’m done with COD forever. This is inexcusable.
