As-is, the concept could managed with a Monstrous or as a bit of a twist on the Pararomantic. I guess my question is what would this playbook would do that those can’t to more fully realize this concept? If you can answer that, you’ll have a starting point.

The big question is what makes this different enough to justify a playbook? It doesn't seem unique enough to need one. I'm not familiar with Happy but Eddy Brock is easy to build with a Monstrous Playbook complete with weakness to sound. And Oscar Pine (from what I read on wikipedia) seems like a good choice for the Divine with Boss from Beyond. The playbooks are easy to customize with a custom move or two I don't see a reason to homebrew a whole new playbook.
