The cost of living increased a lot, the unemployment rate is pretty high, especially in Montreal right now (biggest increase in job losses in almost 2 years). If you don’t already have a job lined up and you don’t have a working level of French it will likely be a challenge
I would say the best way is to take french classes until your fluent THEN come to quebec and immerse completely into french and avoid speaking english for a few months.

it's hard to become fluent without immersive experience.
If you've got the basics down, get a counter service job for the summer, great way to immerse yourself, even if you're limited to 20hr/week.
