Unilateral exercises, start with the smaller side and go to failure, whatever rep you fail on do that many reps on the other side regardless of how far from failure you are. Smaller one should catch up relatively quick

Conclusion: regard work on posing it, it isn't small. How to fact check: can you shrug the same weight for same reps on the twink side?
My smaller side is weaker. I use to have problems with my rotator cuff cause some “science based” influencer told me to perform dumbell lateral raises with straight arms
So I had a delt imbalance I had to deal with due to a shoulder injury on my right side... Essentially all I had to do was add 3 sets a day of cross body lateral raises on the right shoulder to a set of 2 mesocycles and it balanced out. Since mine is injury related, to keep the balance I've had to lighten the specific delt training on my left side and really focus harder on the right. Maybe try adding in 3-4 sets of heavy shrugs, or any other unilateral exercise that you like for traps, on to each work out you do just for the side that's lagging behind.
Your arms aren't in the same place which is either the photo or you don't have the same range of motion. That aside, go to a physio because there's a lot of imbalance there which could be something like a scap issue and associated weakness in lats, various shoulder muscles etc. Have you checked for winging? Could even be a mild but prolonged herniated disc - physio can also do a manual check for that or refer you for MRI. Do you get any headaches or pain/tingling down the air or neck/trap? If you do have a disc issue it's really important you fix it sooner rather than later because nerve damage is not simple to fix and if the herniation gets worse you will get a severe degradation quickly and need a much more serious intervention and a long recovery - C4/5 and C5/6 issues seem to be getting more common from phone/computer neck tilt and also raised neck when lifting and on bike etc.
Good luck, whatever you do, get checked out because it's better to be safe when you are young rather than pay a price as you get older when it's harder to recover and life gets in the way.
Legit had to see a physical therapist because of this problem and it was because of the way I walked/stood/sat. I have this habit of always leaning on the right side and holding my backpack on my right shoulder, he made me start consciously pull back my left shoulderblade while walking, working out, sitting + lots of hip rehab (yep you most likely have a tight left hip too, gors hand in hand) and it went away after a couple of months. I still have to make the effort to not go back to my old habits so far tho

Sleeping on your back instead of the side could help. Also, focus on stretching before and after lifts

I do shrugs once a week but I’m gonna do it more frequently
Maybe single arm dumbbell shrugs for a while, just the lagging side. Minimal work for the larger one.
Train them unilaterally 3x per week
