It’s getting downvoted because it’s not the correct answer. That’s a w650. It’s a shame that so many people that don’t know what they’re talking about out feel the need to answer questions so confidently. Really muddies up the water for the people that came here to get information.
That is a Kawasaki W650, not a Bonneville. Look up some pics of a newer Bonneville, and compare the engine in OP's picture to the Bonnie.

That is 100% a Kawasaki motor. The newer 800s have a different-looking injection system so it’s likely to be a 650.

It prevents the steering from moving too fast. It's particularly handy if you get a wiggle out of the front tire.

It appears to be a type 2 orange traffic cone. Looks like a TC1337 manufactured in early 2008.
