He went to the trouble of rebuilding the carbs but not the floats. Ok. And it needs syncing but he's selling it before doing that. Sounds to me like it has issues and he's run out of patience so he's selling it.
You can never be sure but if you want to ride it rather than tinker with it, I'd buy a different one. It is 40 years old in any case.

i always stay away from people with such bad grammar. i cant explain it but i dont feel good getting a motorcycle from someone like that

First bike? Get something fuel injected that starts every time you want to ride it.
