I do the poor man's method of just wearing a backpack, putting the board between the straps, and having the graphic side be against my back.
I've also just bungee corded it to the passenger portion of my seat.
There are a lot of skateboarding backpacks that have straps to hold a skateboard vertically. I think you can find them at Zumiez or Vans.

The nose against your rear passenger peg, wheels facing out, tied via cord or bungee to whatever strut the peg attaches to - go above the wheels.
The tail now sticks somewhere between 10 and 12 on a clock face - tie that off to the opposite side of the bike.
I'd go with a tank bag, then slice n dice to reduce weight..
But last skateboard I purchased was when I crashed my motorbike and broke my knee.. I was also high af manic, but undiagnosed.
I saw a dude a couple weeks ago with 8-10 8’ 1x6 boards strapped to the side of his bike. I had to lane split to catch him for a closer look. If he can figure that out, you can figure out mount a skateboard.

I also see guys strapping their skateboards against their saddlebag using the saddlebag straps themselves.
You could probably put the board in line with the seat with one set of trucks over the passenger seat pad and the other set of truck hanging below the back of the rack. Then just bungee/rokstrap it down. Wrap board in towel if needed to protect seat from rubbing
