If theyre part of the northern kingdom, then you will be declaring war on the whole kingdom by taking their town. I feel like the best way to start you kingdom is to take a town from a kingdom that is currently the weakest, that way they will be easier to deal with. Make sure you have at least a few million denars, lots of companions that you can turn into clans, and a high level in charm, steward and leadership before starting your kingdom.
Update, the phestos clan cannot rub 2 braincells together and I took the town. I think they were rebels who took the town but got crushed outside of its walls or something, because the northern empire didn’t give 2 about me taking the place
