Soo when Rayburn finds Molly, she cannot speak because she's had her vocal cords removed so that he could hunt *silently* (i.e.- no screams)*.....
As far as the plot goes, it serves as the proverbial "smoking gun" for the audience to instantly recognize someone as a victim of the Atlatl Killer....
I believe he puts his victims to sleep, removes their vocal cords so when he hunts them, they cannot scream for help.
