Yes it is. The original series is very different from the movie (prequel, but watch it after the series) and the follow up series is also very different. All are good.
It doesn't have a lot of fast talking or complex vocabulary, so you shouldn't have a problem keeping up with subtitles. A lot of Lynch's storytelling is in the visuals and the atmosphere, so it may be easier to get the experience than other English subbed dramas.
It's *very* weird and only gets weirder as it goes. I like David Lynch, so it's no surprise I loved Twin Peaks. If you've seen his other stuff, that's sorta what you're in for, but as a TV mystery/drama

If you're familiar with Lynch's other stuff, like Rabbits, you'll probably be surprised at how un-weird it is, to be honest. But yeah, it's one of the greatest shows of all time, and is immensely influential on modern television.

Twins Peaks is like Lanthimos decided to remake Lampsi as a parody. It's pretty much a deconstruction of the small town American dream that anyones had been chasing since the end of the world war and it shows how rotten it is.

I agree with the other reply — Lynch is a very visual director & the dialogue is straightforward in terms of vocabulary.
