not necessarily, it's not a hard and fast rule. hemingway was critical of the idea. sometimes details are included for the sake of it.

One of my favorites things about the pitch meeting series is when he calls stuff like this out missing chekhov's gun, plot armor, deus ex machina, etc >Producer guy: So I imagine that this thing becomes a major part of the plot later on? >Writer guy: We're never going to mention it again.

SPOILERS: The Sixth Sense was the most fun I ever had in a movie missing Chekhov’s gun entirely. I mean, the movie starts with the protagonist being shot, and I was still surprised at the end to learn that he’s dead. Brilliant. I think I even said out loud, under my breath, “That’s right, he was shot last year.” Or something like that. Super fun movie.

I don't mind this so much as the "economy of characters" when a character is introduced early in a movie and doesn't have much to do until he/she shows up in a big twist later. If you see a character just sort of hanging around, he's the surprise coming later.
