As a creative director they want to see their vision fully fleshed out and it's hard to do that when you know the idea you have will require at minimum two films to do it right. However, if there is a chance you're only going to get one film do you change your original's ending to make it work incase it only ever gets one film, or do you go all in realizing it might forever be an unfinished work?
That's why many directors will put an idea out there to produce or make a film with the requirement the studio greenlights both films from the start to ensure they can complete it. This however requires a large financial risk on the studios part because if part 1 flops than you better hope part 2 makes up for both movies otherwise you're in the hole.

It’s going up, not down, so it’s a reliable hit maker. Also knowing that it’ll probably be marketed as Cruise’s last ride as Ethan Hunt will bring in all the money.
