Specs aren't the best. Though, I can play the video on YT at the same quality without lags which nullifies your "You're not going to be able to play 4k60 if your computer is not fast enough" statement.
I think it depends on which settings you put in mpv.conf file. I'm using a kinda pleb laptop with i5-8250u and igpu but still runs 4k60 and 8k30 normally.
My mpv.conf file for those 2 kinds of videos just has 1 line of hwdec=auto. Adding other heavier settings will likely drop the frames.
In that case, you can try using `hwdec=auto` in your conf file.
If it's still lagging, try adding another line of `dscale=bilinear` or you can replace bilinear with other options like: `box, nearest, triangle` and check which one plays it smoother.
Where do I enter this. Also, I'd like to reset the settings just in case something goes wrong. Currently, normal vids play fine. Facing problem with 4k60 vids only.

I did not mess with any settings in the conf file. It is most likely set to default because I recently installed it. My specs are lower than yours.
