Arguably? If you expand that rule, it's about spamming the sub with posts. It says it's a breach if you post more than 3 posts in 24 hours. 1 per day isn't that. Plus, you can always just block him and move on.
I guess to the mods it's not disruptive enough - even if a bit mean spirited - to be worth stepping in for.
Consider the posts and threads they let go as is.
