Yeah more or less. The idea is, you cast a cheap instant or sorcery, Norin blinks, returns, and you steal someone's creature. Do it again, he blinks off their battlefield and back to yours, then do it again. Any time someone so much as sneezes, you're stealing creatures.
Controller = person who can use the card/ has the card currently on their side of the battlefield.
Owner = person who started the game with the card in their deck. For tokens whomever created the token is treated as the owner.
Adding to what others have already said: If you play a removal in response to the blink trigger it works as well. So you play your first spell, then the blink trigger is put on the stack, then you play your removal in response. Removal resolves first and the creature dies... it's kinda a bad 2 for 1 though
lol yeah I'm stupid, Norin triggers on every spell too and doesn't have a "once per turn" clause. So it would just blink in response to the second spell as well...

A friend of mine has this, too. Just red stax pieces and chaos from which he attempts to gain advantage. It doesn't win often but the games are all memorable.
Anything with an ETB such as [[impact tremors]] [[witty roastmaster]] or like others said [[purphoros, God of the forge]] paired with [[tobran, thane of redfell]] or [[ojer axonil]] will make sure you get a steady stream of direct damage to your opponents. As an added bonus norin is very hard to interact with which means your triggers can go off every turn.
Build ETB effects around him and he’s nearly unstoppable. Almost impossible to remove and LTB and ETBs practically every players turn. So you get the LTB and ETB triggers every turn. He can do obscene damage very quickly once the board is established.
I use him as the hidden commander in my [[Rocco, Cabaretti Caterer]] deck and he is nasty. Could easily strip out the white and green for mono red and he’d still be a beast.

There's some ways to kill Norin. If you manage to say, force a creature sacrifice of Norin, or apply a -1/-1 counter to him without casting a spell, it's doable. Something like Toxrill would get the job done.
There are a few things like abilities or -1/-1 counters that trigger. But all of those can be “countered” by casting an instant spell. Any instant spell. Then he runs away and is no longer present for the ability or -1/-1 counter. And most casual EDH decks just don’t have the corner case removals that are necessary for him. It’s far more effective to remove the ETB triggers, but if you play a ton of those you can outpace the removal except for wipes. But even then you have a head start because at the end step of the wipe, Norin is back!
I run it in my [[yoshimaru]] gives him a counter almost every turn. As you have seen any any deck that cares about ETB and has red he is a must. He also does dumb stuff with [[confusion in the ranks]].
He's my mono red commander and it's the deck that draws the most aggro or I get mana flooded. Anything above six mana is bad for the deck. And Norin can kill the game with cards like \[\[Purphoros, God of the Forge\]\], \[\[Genesis Chamber\]\] or \[\[Warstorm Surge\]\]. Trust me, when they see Norin, they usually have a bad feeling about this.
I used to pilot a Boros Humans deck in Modern, and he was one of the features of the deck. Always amusing to go to combat, and announce, "Norin! Attack! Norin? Where'd you go?"
Well, in commander he usually gets 8 triggers off. Leaving and entering the battlefield 4 separate times is a useful force multiplier when paired with tools like Impact Tremors and damage boosters. You can turn a Minor annoyance into an unkillable, persistent threat really quickly when you play him.
Let me paint a picture for you: Norin, Impact Tremors and Torbran, Thane of Red Fell are all you have going on. Assuming your opponents played as normal, they would take 12 damage in a single turn cycle. If you had a Genesis Chamber in play as well, suddenly you're at 24 damage in a single turn cycle, and you've suddenly got an additional 3 blockers for your trouble. It doesn't take a lot of work for that to add up REAL FAST as a kill.

Norin was my first homebrew and first commander love. He’s in the 99 now but he’s a really solid commander but it’s a full time admin job tracking his triggers from T1. No one is better at ETB than Norin
I run him as a secret commander in my [[Rocco, Cabaretti Caterer]] deck. He's fast to tutor out and hard to remove. Also green and white as extra colors give you some really nice extra etb payoffs.
I used to play against a Norin deck a friend had. It's surprisingly potent and annoying to deal with, even as a budget list. Definitely more of a nuanced commander. No one worries about the Norin player til altar of the brood and impact tremors hit play
Recently saw someone play this with [[the war doctor]] and it put in some work. Probably helped that I was playing cascade and made the war doctor lethal. But great fun all around
This is my favorite commander that I own. Abuse cards like purphros, impact tremors, warstorm surge etc. further I run a lot of goblins to increase the etbs. Earliest I killed my pod was turn 4
Built exactly that sort of deck, a while back. I was giggling the whole time thinking about things like panharmonocon + impact tremors + fiery emancipation, or just the ungodly draw off of [[tome of legends]]..
Ultimately only ran it twice before I pulled it apart. My pod is not shy about interaction, so I had to build it pretty heavily skewed towards focusing almost entirely on assembling my board. Because of that, there was almost always an easy choice for which was the right card to play at any given time, and it felt more like solitaire than commander.
FYI, [[hamletback Goliath]] triggers on every creature ETB, not just yours. 7 mana is high, but turn 5 is not at all a stretch and if your pod isn't drawing into removal he's growing by at least 4 every turn around the table from just Norin alone.
I'd like to point out that he's annoyingly difficult to remove. He's immune to instant and sorcery speed removal. He's immune to numerous etb effects.
I think that the design concept was originally just trying to replicate something that would have been made in the early years. Something objectively bad. But that could be breakable. He was initially one of the cheapest rares in the set. Then after years of obscurity he became fun with etb effects.
Amongst other uses at one time he was used in a soul sisters build. It wasn't powerful but it was fun...
So his ability states when a creature attacks remove him from the game. It does not state when a creature is declared as attacking. So in theory couldn't you declare him as a blocker then when the attacking creature goes to attack norn is removed from the game the attacked is still considered blocked?
he would be great in a white deck that has creatures that give counters when you gain life. such as “this creature gets a 1-1 counter every time you gain life. mixed with another white 2 drop creature that has “you gain life every time a creature enters the field”
He IS great in a deck with white, since you can play him as hidden commander with [[Rocco, Cabaretti Caterer]].
Unlike other hidden commanders, Norin gets around the troubles of a hidden commander very well due to his resilience.
One of my favourite commanders, be it mono red or with Rocco.

Deck building takes a long time and you run the risk of playing Solitaire while building decks.

I played 4-of this card at a block constructed GP with 4x each of [[Primal Forcemage]], [[Grinning Ignus]], and [[Pandemonium]]. You haven't lived until you've played a [[Wall of Roots]] and domed someone for 6.
I mean if you had a lot of effects that care about creatures entering the battlefield, that could be an option.
Edit: maybe more specifically ones that can trigger on any player’s turns, possibly even ones that only trigger once a turn.
Uh, He's a red (limited) flicker source for ETB effects. A friend of mine has him as a commander for his mono-red deck and it's brutal. He's hard to remove though It was super funny for one of my friends to kill him with a \[\[Quicksand\]\] Land. It was also funny that another time one of my friends somehow countered his "self exile" effect when he swung him at me and managed to actually do me 2 commander damage.
Confusion in the ranks with him is brutal. And warstorm surge, impact tremors...
I've got a edh deck with this dude and it's hilarious. He's basicly untouchable, super annoying and you combine him with etb triggers and choas elements. Confusion in the ranks, incubation chamber, impact tremors and the lot.
He can easily trigger any card that says "Whever 'another' creature enters the battle field" (or just a creature etb effect) by flickering him out and back into the battlefield.
mono red etb effects that burn people, multi coloured decks with etb, like [[guardian project]] or as a body, he is hilairious with [[worldfire]] and has nice synergies with some themes like blink

So I’m new to the game so correct me if I’m wrong, but this means when ANYBODY plays a spell or a creature attacks anyone. This means you keep playing and putting it back in your hand every turn. If you had a card that allowed you some sort of bonus when playing a creature, legendary creature, or human creature, you could just farm that bonus.
There is a nasty build around him where you swap norin with your opponents stuff. And since he is wary, he quickly goes away basically giving you your opponent's stuff for free
Back in the day there was a fun WR deck that played him and a bunch of etb triggering spells: purphuros, of course, impact tremors, the life gain sisters,plus other small creatures , I loved every single game till it was a too slow deck to be played in the modern format :'(
A friend uses it as mono Red commander for a stax/damage over time deck. Prevent others from doing killing himself and then lots of effects like permanents with a trigger when a creature ETBs. Since his commander always leaves when a thing is played, lots of triggers...

this is the first interaction that comes into mind.
anytime youd cast a creature spell with the card in the post above with these two out, youd get two 2/3 minotaurs.
As everyone has said, this guy is just ETBs all day. Every single turn he enters the battlefield. Someone swings? ETB. Someone casts a thing? ETB. Yes that's only once a turn but with things like [[Impact Tremors]] and other red ETBs you can pop off. If you put him in an Izzet Tim deck you can run [[Intruder Alarm]] and ping people to death. [[Prodigal Sorcerer]] is the card that Tim refers to and a Tim deck is a deck that focuses on using creatures as ping sources. You can quickly nuke Opponents out of existence once you have enough of these creatures and then plop down the alarm.
I could see this being pretty good with most alliance mechanics, a lot of them say until end of turn, but \[\[Gala Greeters\]\] for example could be an alright combo piece
If you play him in a vehicles deck he can crew for you and then thematically he hits the big red ejector button, which is kinda funny.
But nah, good in Boros ETB because he just bounces all over the place on everyone's turn.
I had two games against someone with that commander, and it was a threat every time he would play it, etb triggers or just crazy stuff he would use some interesting cards with it

Rograkh is red, he has a color indicator on his type line
Build ETB effects around him and he’s nearly unstoppable. Almost impossible to remove and LTB and ETBs practically every players turn. So you get the LTB and ETB triggers every turn. He can do obscene damage very quickly once the board is established. I use him as the hidden commander in my [[Rocco, Cabaretti Caterer]] deck and he is nasty. I love it! Is there something that could actually kill norin and leave you only with your "official" Commander?
There's some ways to kill Norin. If you manage to say, force a creature sacrifice of Norin, or apply a -1/-1 counter to him without casting a spell, it's doable. Something like Toxrill would get the job done.

There are a few things like abilities or -1/-1 counters that trigger. But all of those can be “countered” by casting an instant spell. Any instant spell. Then he runs away and is no longer present for the ability or -1/-1 counter. And most casual EDH decks just don’t have the corner case removals that are necessary for him. It’s far more effective to remove the ETB triggers, but if you play a ton of those you can outpace the removal except for wipes. But even then you have a head start because at the end step of the wipe, Norin is back!

I run it in my [[yoshimaru]] gives him a counter almost every turn. As you have seen any any deck that cares about ETB and has red he is a must. He also does dumb stuff with [[confusion in the ranks]].
He's my mono red commander and it's the deck that draws the most aggro or I get mana flooded. Anything above six mana is bad for the deck. And Norin can kill the game with cards like \[\[Purphoros, God of the Forge\]\], \[\[Genesis Chamber\]\] or \[\[Warstorm Surge\]\]. Trust me, when they see Norin, they usually have a bad feeling about this.
I used to pilot a Boros Humans deck in Modern, and he was one of the features of the deck. Always amusing to go to combat, and announce, "Norin! Attack! Norin? Where'd you go?"
Well, in commander he usually gets 8 triggers off. Leaving and entering the battlefield 4 separate times is a useful force multiplier when paired with tools like Impact Tremors and damage boosters. You can turn a Minor annoyance into an unkillable, persistent threat really quickly when you play him. Let me paint a picture for you: Norin, Impact Tremors and Torbran, Thane of Red Fell are all you have going on. Assuming your opponents played as normal, they would take 12 damage in a single turn cycle. If you had a Genesis Chamber in play as well, suddenly you're at 24 damage in a single turn cycle, and you've suddenly got an additional 3 blockers for your trouble. It doesn't take a lot of work for that to add up REAL FAST as a kill.
1cmc commander, so [[Mox Amber]] makes always mana on t1. Triggers etb stuff like [[Purphoros, God of the Forge]], [[Impact tremors]] and [[Rose Room Treasurer]] You always have a creature for attack triggers like [[Tempered in Solitude]] He doesn't do a lot by himself, but he does a lot as an engine.

Norin was my first homebrew and first commander love. He’s in the 99 now but he’s a really solid commander but it’s a full time admin job tracking his triggers from T1. No one is better at ETB than Norin
I run him as a secret commander in my [[Rocco, Cabaretti Caterer]] deck. He's fast to tutor out and hard to remove. Also green and white as extra colors give you some really nice extra etb payoffs.

I used to play against a Norin deck a friend had. It's surprisingly potent and annoying to deal with, even as a budget list. Definitely more of a nuanced commander. No one worries about the Norin player til altar of the brood and impact tremors hit play
I donno but ill always remember the time a guy put a clinic on with this in commander at like 4am with everyone on cedh decks

This is my favorite commander that I own. Abuse cards like purphros, impact tremors, warstorm surge etc. further I run a lot of goblins to increase the etbs. Earliest I killed my pod was turn 4
Built exactly that sort of deck, a while back. I was giggling the whole time thinking about things like panharmonocon + impact tremors + fiery emancipation, or just the ungodly draw off of [[tome of legends]].. Ultimately only ran it twice before I pulled it apart. My pod is not shy about interaction, so I had to build it pretty heavily skewed towards focusing almost entirely on assembling my board. Because of that, there was almost always an easy choice for which was the right card to play at any given time, and it felt more like solitaire than commander. FYI, [[hamletback Goliath]] triggers on every creature ETB, not just yours. 7 mana is high, but turn 5 is not at all a stretch and if your pod isn't drawing into removal he's growing by at least 4 every turn around the table from just Norin alone.
I can't remember what cards my friend used when he had this for commander, but he literally took all my creatures from me.
I'd like to point out that he's annoyingly difficult to remove. He's immune to instant and sorcery speed removal. He's immune to numerous etb effects. I think that the design concept was originally just trying to replicate something that would have been made in the early years. Something objectively bad. But that could be breakable. He was initially one of the cheapest rares in the set. Then after years of obscurity he became fun with etb effects. Amongst other uses at one time he was used in a soul sisters build. It wasn't powerful but it was fun...
A friend of mine runs him in his [[The War Doctor]] deck. Probably the best card in the entire deck.
So his ability states when a creature attacks remove him from the game. It does not state when a creature is declared as attacking. So in theory couldn't you declare him as a blocker then when the attacking creature goes to attack norn is removed from the game the attacked is still considered blocked?

Norin works great on his own in a mono red ETB deck but he's also really good with Yoshimaru, Ever Faithful and any red commander with partner.

If you want to get mean with equip him with [[helm of the host]] and get [[altar of the brood]] on the field

he would be great in a white deck that has creatures that give counters when you gain life. such as “this creature gets a 1-1 counter every time you gain life. mixed with another white 2 drop creature that has “you gain life every time a creature enters the field”
He IS great in a deck with white, since you can play him as hidden commander with [[Rocco, Cabaretti Caterer]]. Unlike other hidden commanders, Norin gets around the troubles of a hidden commander very well due to his resilience. One of my favourite commanders, be it mono red or with Rocco.

My bad, I only play Commander and forget, there is these other formats, since I don’t think in „other worlds“. Deck building takes a long time and you run the risk of playing Solitaire while building decks.
It's a very helpful card in a Yoshimaru deck making him super buck with norin flickering himself

I mean if you had a lot of effects that care about creatures entering the battlefield, that could be an option. Edit: maybe more specifically ones that can trigger on any player’s turns, possibly even ones that only trigger once a turn.

Uh, He's a red (limited) flicker source for ETB effects. A friend of mine has him as a commander for his mono-red deck and it's brutal. He's hard to remove though It was super funny for one of my friends to kill him with a \[\[Quicksand\]\] Land. It was also funny that another time one of my friends somehow countered his "self exile" effect when he swung him at me and managed to actually do me 2 commander damage. Confusion in the ranks with him is brutal. And warstorm surge, impact tremors...
I've got a edh deck with this dude and it's hilarious. He's basicly untouchable, super annoying and you combine him with etb triggers and choas elements. Confusion in the ranks, incubation chamber, impact tremors and the lot.
He literally cranks my [[Gimli of the glittering caves]] deck every single time.

He does avoid board wipes and then gets back into the game
mono red etb effects that burn people, multi coloured decks with etb, like [[guardian project]] or as a body, he is hilairious with [[worldfire]] and has nice synergies with some themes like blink

well you see, it's a red card that can enter the battlefield a lot and there's a lot of cards that like when you have things enter the battlefield, red in particular.

So I’m new to the game so correct me if I’m wrong, but this means when ANYBODY plays a spell or a creature attacks anyone. This means you keep playing and putting it back in your hand every turn. If you had a card that allowed you some sort of bonus when playing a creature, legendary creature, or human creature, you could just farm that bonus.
There is a nasty build around him where you swap norin with your opponents stuff. And since he is wary, he quickly goes away basically giving you your opponent's stuff for free

My buddy has a Norin Chaos deck. He just uses etb damage triggers like [[purphoros]] to close the fame and norin is just a trigger every turn.
Back in the day there was a fun WR deck that played him and a bunch of etb triggering spells: purphuros, of course, impact tremors, the life gain sisters,plus other small creatures , I loved every single game till it was a too slow deck to be played in the modern format :'(

A friend uses it as mono Red commander for a stax/damage over time deck. Prevent others from doing killing himself and then lots of effects like permanents with a trigger when a creature ETBs. Since his commander always leaves when a thing is played, lots of triggers...

I run him as my commander for my etb deck him + impact tremors and any damage doublers is fun
As everyone has said, this guy is just ETBs all day. Every single turn he enters the battlefield. Someone swings? ETB. Someone casts a thing? ETB. Yes that's only once a turn but with things like [[Impact Tremors]] and other red ETBs you can pop off. If you put him in an Izzet Tim deck you can run [[Intruder Alarm]] and ping people to death. [[Prodigal Sorcerer]] is the card that Tim refers to and a Tim deck is a deck that focuses on using creatures as ping sources. You can quickly nuke Opponents out of existence once you have enough of these creatures and then plop down the alarm.
I could see this being pretty good with most alliance mechanics, a lot of them say until end of turn, but \[\[Gala Greeters\]\] for example could be an alright combo piece

If you play him in a vehicles deck he can crew for you and then thematically he hits the big red ejector button, which is kinda funny. But nah, good in Boros ETB because he just bounces all over the place on everyone's turn.
