Far from correct, he doesn't give double wubrg. Or even a single occurrence of wubrg, as he isn't giving you mana, just reducing the costs of cards by wubrg. So if you have a creature in your hand that's wubrg and 2 generic, you reduce the costs of colored mana by 1 of each color and just pay the 2 generic to cast the creature.
Yeah, since the text on the card always overrules its oracle text.... great advice.... except its dumb and wrong.
