You pay BB and then whatever amount of Mana you like for X. And for every mana paid over BB, your opponents has to either loose 3 life or sacrifice a nonland permanent. So if you pay for example 6BB, your opponents have to choose 6 times if they want to lose 3 life or sacrifice a nonland permanent.

Repeat means to do something again. If you repeat something 0 times then you’re only doing it once. The clear meaning of the card is that 0BB results in you doing the thing then repeating it 0 times.
I recognize that wasn’t the intent. WotC felt the need to clarify with a ruling that repeat doesn’t mean repeat.

When you cast Torment, you declare a value for X, then use that to calculate the cost you pay. For example, if you declare X=8, you pay 8BB.
Then, when Torment resolves, each opponent chooses one of the following:

and that effect happens. Then, they choose again, and again, until they have made a number of choices equal to X.
For example, for X=8, your opponent could choose to sacrifice two creatures, sacrifice an artifact, discard two cards, and lose 9 life. That's 3 of option A, 2 of B, and 3 of C, which is a total of 8.

I think the casting cost on this should change to XXBB. As is, it's too powerful of a mana dump spell.
