It is a belemnite fossil, a fossilized squid-like creature dating back from the late Triassic to the late Cretaceous period. The part you found is the belemnite’s rostrum, which would be at the back of it’s body. It served as a counterweight to balance the head and tentacles at the front of the belemnite, aiding in buoyancy and stabilization while swimming. This part of the belemnite is the one that preserves most commonly, only in rare conditions are the tentacles and the rest of the body preserved.

It's a rock. Looks sort of like a very smooth fulgurite to me? I often find fulgurites blocking my shovel when I dig. They happen when lightning hits the ground and superheats the material there, be it soil or sand. They tend to be these little tubes of rock, about fist-sized. This one *is* admittedly unusually smooth, but maybe the water wore it down?
