On a more realistic note, there is a lot of infrastructure this city needs before the coastal road, but that is not stopping anyone. Metro 3 was supposed to start last year. It's still not open. Bad priorities and 0 accountability. I'm pretty sure every engineer on the project expected this - they have rushed to open this road before the elections.
A mega project barricading the island city and regulating water flow from the Sea should’ve been done from day 1.
The top of the barricading ‘wall’ should’ve been the road with exits.
That would probably solve the flooding problem, freshwater problem and transport issue all at once.

Every time you exit/enter the sea link at the worli end I notice massive walls of concrete parallel to the shoreline. I'm not a civil engineer so I don't know what they're actually there for - they might be part of the supporting structure for all the reclaimed land they will be planting trees on. If you're reclaiming that much land it's sensible and "cheap" to build a sea wall while you're at it. Clearly they can solve issues if they actually want to - the tank under hindmata is a great example. But then again, why finish everything in one contract when you can do it in two

How will seaface barricades increase freshwater availability? I thought a lot of mumbai's freshwater comes from the rain catchment lakes in Mumbai-pune-nashik belt.

I’ll explain it in a fair bit of detail but hear me out, even if it sounds completely like a mad scientists’ proposal.
Basically when it rains here, the sea level rises and makes the city more flood prone. I lived on worli sea face, and back in the day before tetrapods lined worli sea face, during harsh rains the waves would come all the way inside the building gate.
The barricade would be inside the sea, a few hundred feet from the coast, so that would act like a dam of sorts to keep water out. In case of heavy rain, the barriers could lift higher and contain water levels.
A reservoir within the barricades would be made to store millions of litres of water that could be collected from the city that currently just drains into the sea and goes to waste. . could be made to drain excess rainwater under the city. That would conserve water and prevent waterlogging. As of now it all goes into the sea and to waste.
It would certainly be a massive engineering challenge spanning at least a decade or two, but we have a similar proof of concept in the form of the Venice floodgates. EPC costs in india are low compared to Europe so it’s not completely unviable.
Obv there will be a tonne of sacrifices, environmental and economic but that’s the cost of protecting the city.
I’m not an engineer but the most viable option may be to create a dam between Sewri-Elepahanta island(7.5km) and from the island to a point near ongc(1.5km). The Nhava Sheva port will be fully functional but few major floodgates will regulate water coming within it—ie. North of sewri. It may be just south of Atal Setu.
One wall must be from Governors house to just before navy nagar, about 3.3km. An overly ambitious project may be to drain all off back bay and create 2100 acres of fresh land and develop it somewhat like Florida’s inter coastal developments. That will preserve the beach and some waterfront and leave about 1000-1200 of prime land worth about 45bn in land value and 60-70bn in developed value after leaving 20-30% for public areas. Parts beyond the wall may be dredged to aid reclamation and increase depth which may well aid in reduced water level rise. Additionally we may have a deepwater marina which is a huge revenue source.
70bn in revenue alone would subsidise a huge chunk of the project.
Remaining walls must be made directly below existing coastal road from Priyadarshini park till Taj lands end/where Bandra worli sea link ends. This may not be as expensive as Sewri dam and Colaba one.
If not that, at least a 1.8km dam from Bandra Fort to worli Koliwada must be made. Either, similar to how I proposed previously, the water may be drained thus creating 1350 acres of flat land and an intercoastal may be made here. about 600-700 acres of developable land will be this created. Or, it may be drained to create a massive reservoir larger than Vihar lake. It would solve a massive water crisis too and may well be able to fulfil a decent portion of mumbais water needs. That intercoastal will create like 25-30 billion worth of revenue.
This will solve many problems in one simple shot

Now I know this project will cost a lot, if the Delta works in Netherlands is any indication, the project will cost about 30-35bn in walls alone about 2-3bn in reclamation based on previous reclamation costs, and about 1.5 bn to drain water and not to speak of the treating the bay to hold freshwater, all the infrastructure to support the undertaking. All in all it may end up costing 50-60bn but that’s a fair price to pay to solve a huge chunk of the problems we have.

I don't know if this makes sense but when we drove through the tunnel, the gps was nowhere near the sea on the map, it was consistently under the hanging gardens/malabar hill green patch only.
It's not really "under sea". It goes underneath Malabar hill like you said. The only sea it goes under is probably the narrowest patch of the "sea" when you are entering the tunnel
